What the record currently supports

Two 90-minute information meetings presented more than 30 slides on major certification changes, with approximately 65 minutes of presentation and 25 minutes for questions.
Many questions remained unresolved. Requested slides and supporting materials were not released for review, and people unable to attend received a summary later.
A survey followed within days, asking Assessors about support, alignment, readiness, and interest in continuing.
Later records show that some people completed the survey while retaining serious concerns, while others declined it and explicitly said they still wished to serve.

Whether survey response or non-response affected later invitations, assignments, standing, or assumptions about willingness to continue.

Participation test

A survey cannot substitute for informed participation

Record / source

Major changes were presented in information sessions with limited dialogue and no advance materials.
Questions remained unresolved, and repeated requests for the more than 30 supporting slides were not met.
A survey followed within days, asking about support, alignment, readiness, adaptation, and willingness to continue.
The 20 August governance-mailbox update says the survey was intended to distinguish people wishing to remain active, needing more information, or preferring to step back.
IAF Bylaws Section 3.05 states: “The Association shall use participatory processes, which reflect the values of the Association and as defined in policy by the Board of Directors, for the conduct of all meetings.”

What we observe

Issuing a survey while the underlying materials and requested clarification remain unavailable shifts the burden onto under-informed participants. The sequence raises a consistency question with IAF’s stated participatory commitments; it does not by itself prove a Bylaw violation.
